This report presents articles of the Convention on the Prevention of Terrorism that were agreed upon by the member states of the Council of Europe in 2005.
Abstract
The Council of Europe Convention on the Prevention of Terrorism agreed on the need to take measures to prevent terrorism and to counter public provocation to commit terrorist acts, recruit, and train for terrorism. Toward this end, the Council of Europe outlined the articles under which government authorities may act to prevent terrorism. The articles outline, among many other things, the national prevention policies member states should take in preventing terrorism, such as exchanging information and improving the physical protection of persons and facilities. Other articles include directives on international cooperation in the prevention of terrorism-related activities, on establishing the liability of legal entities for participation in terrorist offenses, and on the protection, compensation, and support for victims of terrorism. Jurisdiction issues are set forth and areas where the Convention shall not apply are defined. Articles within the Convention also outline issues related to extradition, the settlement of disputes, and the consultation of the parties. Appendix
