This report reviews actions taken by United Nations agencies to strengthen international cooperation and technical assistance in promoting universal United Nations conventions and protocols related to terrorism, with attention to the work of the Terrorism Prevention Branch of the Division for Treaty Affairs of the United Nations Office on Drugs and Crime (UNODC).
Abstract
On March 10, 2005, the U.N. Secretary-General presented the main elements of a strategy entitled, "A Global Strategy for Fighting Terrorism." It consists of five "D's": dissuasion, denial, deterrence, development of state capacity, and defense of human rights. This global strategy will have an impact on the work of the Terrorism Prevention Branch of the Division for Treaty Affairs of the UNODC. In its resolution 59/153 of December 20, 2004, the U.N. General Assembly requested UNODC to intensify its efforts to provide technical assistance for preventing and combating terrorism through the implementation of the universal instruments related to terrorism. New technical assistance tools have been developed to focus on legislative incorporation and international coordination. Work has also involved preparations for the 11th United Nations Congress on Crime Prevention and Criminal Justice (April 18-25, 2005). A description of activities related to technical cooperation encompasses bilateral activities, regional and subregional frameworks for regional activities, and the intensification of efforts by a presence in the field. An outline of the technical-cooperation approach includes a description of the fight against terrorism in the context of building fair criminal justice systems and the rule of law, as well as recommendations for international cooperation against terrorism. Information is also provided on progress in the ratification of the universal instruments related to terrorism. Information on resources and expenditures is provided as well.
