A full 99 percent of law enforcement agencies in Minnesota submitted information for the 2004 publication. A description is offered of the uniform crime reporting system and its crime classification system, which divides offenses into Part I Offenses (serious crime) and Part II Offenses (less serious crime). A statewide overview is presented for the eight major criminal offenses that make up the crime index, which are used to evaluate trends and changes in crime patterns over time; these crimes include both violent and property crimes. During 2004, violent crime accounted for 8 percent of all crime index offenses reported to police in Minnesota, an increase of 2.2 percent since 2003. These violent crimes included 123 homicides, 2,555 rapes, and 7,511 aggravated assaults, and 4,114 robberies reported to Minnesota law enforcement agencies during 2004. Serous property crimes declined 2.1 percent in Minnesota since 2003. During 2004, there were 115,425 larcenies, 14,328 motor vehicle thefts, and 1,148 arson offenses reported to Minnesota law enforcement agencies. Law enforcement officers arrested a total of 156,861 adults and 52,266 juveniles in 2004. A comparison of urban-rural and regional information is presented, followed by an account of Minnesota law enforcement personnel information including the number of law enforcement officers killed or assaulted during 2004.
