This annual report presents data on juveniles admitted and released from West Virginia's juvenile detention facilities during 1999.
Abstract
West Virginia's regional juvenile detention centers admitted 966 juveniles during 1999, representing an average increase of 5 percent per year since 1992. The average daily population of the juvenile detention centers was 77.5 in 1999 while the licensed capacity of the centers was 70. Altogether, West Virginia's detention centers were over their licensed capacity for 303 days in 1999, or 83 percent of the year. The most frequently charged crimes of juveniles admitted to detention in 1999 were obstruction of justice and assault/battery. West Virginia released 950 juveniles from detention during 1999 after an average detention stay of 29.3 days. All detained juveniles were awaiting permanent correctional placement. Demographic characteristics of detained juveniles are presented, as are juvenile detention rates by juveniles' home county. Graphs, tables, works cited
