The report cites identified problems and then presents principles and priority program areas for policy and funding decisions designed to address these problems. The principles pertain to support for children, families, and communities that are facing multiple risk factors at their times of greatest need; the development of programs and policies that addresses youth and families from diverse cultures; multisystemic collaboration and communication; long-term delinquency prevention efforts that strengthen families and support core social institutions; and the development and use of available data related to need, current practices, and effectiveness in the planning and decisions of the Commission. The programs that will have priority have the following objectives: promotion of a reduction in the disproportionate confinement and the overrepresentation of youth of color at various stages in the juvenile justice system; identification of youth at risk based on contact with other systems and/or experiences; support of mothers/fathers with multiple risk factors; identification of high-risk youth and/or high-risk neighborhoods; the holding of delinquent youth accountable; provision of alternatives to secure confinement; provision of mental health services for youth; and programs that recognize the relationship of early childhood abuse and neglect to delinquency. The plan for compliance with core requirements of the Juvenile Justice and Delinquency Prevention Act reflect these priorities, as does Wisconsin's Juvenile Crime Enforcement Plan and the Corrective Action Plan for Juvenile Accountability Block Grants.
