This document presents the 2004-2005 fiscal year annual report of the Office of the Ombudsman, State of Hawaii.
Abstract
During the reporting period, the State of Hawaii, Office of the Ombudsman received 4,824 inquires, 3,398 of which were classified as jurisdictional complaints. The total number of inquires declined 9 percent from the previous fiscal year; jurisdictional complaints decreased 12.6 percent over the same period. Personnel changes, training and professional development activities, and outreach efforts are described, followed by a legislative recommendation that advises the State Legislature to repeal certain legal provisions requiring public officers to take an oath of office. Statistical tables are next presented that include summaries of the numbers and types of inquiries, as well as the means through which inquiries were received, distribution of types of inquires by residence of inquirers, and the distribution of nonjurisdictional complaints. Selected case summaries of cases investigated by the office are presented, including those involving a delay in payment of a court-ordered judgment, unlawful parking in a school parking lot, and a delay in the receipt of food stamps. In each case, the complaint is outlined, the legal aspects are considered, and the outcome is presented. Tables, appendix
