These guidelines pertain to changes in Multiagency Public Protection Arrangements (MAPPA) for England and Wales regarding the responsibilities of youth offending teams (YOTs) in supervising young offenders at high risk for violent offenses.
Abstract
MAPPA were developed under the Criminal Justice and Court Services Act 2000 to improve the public's protection from offenders at high risk for violence or serious harm. In outlining the responsibilities of YOTs under MAPPA, these guidelines first specify those agencies with whom YOTs are to cooperate in managing youth at risk of doing serious harm to others, including youth at risk of sexual offenses. This includes having a structure in place for referring youth to specific agencies under the provisions of MAPPA. YOTs are responsible for assessing every youth in order to determine whether he/she should be referred under MAPPA requirements. This guide describes the categories of risk that require various types of risk-management practices specified in MAPPA. Steps are described for coordinating risk assessment with risk management. Aspects of risk management addressed are planning; the presentence report; criteria for "serious incidents;" criteria for referral to local Safeguarding Children Boards for youth at risk of sexual offenses; and transferring youth between different parts of the youth justice system. Guidelines are provided for information-sharing on youth among public agencies. Appendixes contain offender notification thresholds that must be met before sex offenders become subject to the notification requirements under the Sexual Offences Act 2003, as well as the provisions of Criminal Justice Act 2003, schedule 15. 10 references
