In an attempt to achieve a more restorative and humane treatment of offenders, Singapore continues to strive for improvement and to bring about necessary changes within its Probation Service. Overall, probation is a community-based rehabilitation program for offenders, offering the courts an alternative sentencing option for offenders. In Singapore, the mission is to effectively rehabilitate offenders on community-based orders with maximum participation of their families and the community. The end-goal is to reintegrate offenders into mainstream society as socially responsible and law-abiding individuals. This paper presents an overall picture of Singapore’s Probation Service, including its legal framework, philosophy and principles, community-based rehabilitation framework, performance measures, national standards, international certification, structure and organization, pre-sentence reports, probation enhancements (i.e., community service orders, weekend detention order, school-probation-court link, post-probation care), integrated case management system, electron tagging, physical curfew compliance checks, and volunteer probation officers.
