Audit results found the N.A. Chaderjian Youth Correctional Facility in Stockton, CA to be a troubled institution that failed to provide a safe environment for wards and staff of the facility and failed to provide wards with the education and programs that would give them the best opportunity to lead a crime-free life once they are released to the community. Specifically, the audit found that the facility was not providing wards with the counseling and mental health care they were required to receive under State law. Special education wards at the facility, representing 38 percent of the students enrolled in the facility’s high school, are not receiving all of the special education service time mandated. In addition, the facility is identified as a dangerous place. The facility does not comply with numerous department-mandated security requirements and is riddled with structural and design defects that jeopardize the safety of wards and staff alike. Deficiencies in the facility are seen as a lack of leadership, with nine superintendents in the last 5 years. The California Inspector General’s office has presented 56 specific recommendations to address the deficiencies found in the audit. This report presents the results from the management review audit report of the N.A. Chaderjian Youth Correctional Facility conducted by the Office of the Inspector General between October 2004 and April 2005. The audit provides a baseline assessment of the facility’s performance in carrying out essential functions in the areas of treatment services, education, safety and security, and mental health services and provides recommendations to correct deficiencies.
