This report presents findings and recommendations from an outcome evaluation of SODAT-Delaware, Inc.’s Naltrexone Alternative Program (SNAP), a heroin addiction outpatient treatment program.
Abstract
Findings indicated that 75 percent of the 73 participants enrolled in SNAP tested negative for drugs during the treatment but only 13.7 percent successfully completed the program. One of the treatment goals was to increase the number of SNAP participants who were employed or were in school or training. Recommendations for future heroin treatment programs include the advice to set program impact objectives within the typical heroin treatment success rates that range from 12 to 20 percent and to consider the biological as well as the cognitive-behavioral aspects of addiction when designing drug treatment modalities. The data on employment revealed that 46.6 percent of participants were employed at the beginning of treatment while 57.5 percent were employed at the completion of treatment. Other findings indicated that previous drug treatment did not increase a participant’s chances of successfully completing the SNAP program. In fact, of the 70 SNAP participants with prior drug treatment histories, 84 percent failed to complete the SNAP program. Being employed, however, was associated with SNAP program success. Data for the evaluation were collected from the case files of the 73 participants who enrolled in SNAP between October 1993 and July 1998. Information under examination included demographic data, employment status, drug abuse history, drug treatment history, and drug use after the first ingestion of naltrexone. The evaluation focused on assessing success in meeting the stated program objectives, which involved keeping participants drug free during and after treatment and increasing their employment rates.
