This report presents findings from a federally funded evaluation on the performance and impact of the Elder Abuse and Exploitation Project in Delaware.
Abstract
The single most important criticism of the Elder Abuse and Exploitation Project was a lack of a unified file management system, making a full assessment of the outcome impossible. In meeting the 5 performance objectives, highlighted findings include; (1) with an objective of 100, at least 100 victims were served in each grant period (i.e. 1995, 1996, and 1997); (2) with a minimum of 50 cases to be documented, monitored, and coordinated the advocate handled 45 cases in 1996, 45 cases in 1997, and 41 cases in 1998 with the majority from APS (Adult Protective Services); and (3) with an objective of establishing a working relationship with the police and other agencies, the advocate had monthly meetings with members of law enforcement and adult protective service agencies’ staff. In meeting the 2 impact objectives, findings include: (1) with an objective of more than 400 victims served by direct intervention or referral, only 320 victims received services during 1996-1998 and (2) with an objective of increasing the number of cases that result in either a favorable criminal or civil remedy for the victim of 29 percent, results were inconclusive. Between 1995 and 1997 the Delaware Criminal Justice Council supported the Delaware Attorney General’s Office, Elder Abuse and Exploitation Project. This outcome evaluation sponsored by the U.S. Department of Justice, Bureau of Justice Assistance is a report on the stated performance and impact objectives of the Project. The Project was intended to provide services to the elderly within the State of Delaware. The Project was to hire an advocate to coordinate referrals and investigations of elder abuse in a domestic setting where there were incidences of abuse and neglect. The advocate was to educate the elderly, making them aware of both civil and criminal remedies. Tables and appendixes 1-2
