Operating costs for the Prison and Probation Service were DKK 2.2 billion in 2005, with closed prisons costing the most (inmate average cost of DKK 1,708 per day. The institutional occupancy rate averaged 97 percent in 2005. In 2006, a new closed prison with 228 beds will be ready to receive inmates. It will replace an existing prison. Resources for drug treatment continue to increase, as the government has decided that all drug addicts must be guaranteed treatment by the end of 2006. In 2005 the Prison and Probation Service extended its treatment guarantee to all alcoholics by opening two new treatment units. The most recent statistics on recidivism indicated that the rate has fallen from 27.5 to 27.1 percent from 2002. Several years of prison population increases have brought the employment of a record number of new prison officers; 360 new officers were hired in 2005. On July 1, 2005, a law came into force that allows offenders to serve sentences in their homes under intensive monitoring. The offenders targeted for this program have received prison sentences up to 3 months for violation of the Road Traffic Act. A violation of the conditions of supervision warrants being transferred to a prison. The Prison and Probation Service participated in the European project EU-JUSTLEX, which is providing assistance in the development of the Iraqi legal system.
