This 2003 Annual Report describes the initiatives undertaken by the Counter-Terrorism Training Coordination Working Group (Working Group).
Abstract
The Working Group was established in December 2001 to aid law enforcement in its efforts against terrorism by maximizing limited resources devoted to counter-terrorism training by ensuring the training is delivered in a consistent and quality manner. The Working Group meets on a regular basis to share information on innovative training techniques and programs for law enforcement and first responders. During 2003, the Working Group participated in a wide variety of collaborative programs that furthered the goal of providing quality counter-terrorism training while maximizing the limited resources available for counter-terrorism efforts. Following a listing of the Working Group membership, the initiatives undertaken by the Working Group during 2003 are described. Continuing initiatives in 2003 included the Counter-Terrorism Training Resources for Law Enforcement Web Site, which provides critical and timely counter-terrorism training resources, and the Criminal Intelligence Training Coordination Strategy Working Group, which was established to coordinate multiple intelligence training initiatives to avoid conflicting messages, to establish intelligence training standards, and to achieve agreed-upon training goals. Other initiatives during 2003 included the National Guard Bureau’s Distributive Training Technology Project, the Office for Domestic Preparedness, the Federal Law Enforcement Training Center, and several National Executive Sessions.
