In 2005, the Institute launched several new activities in the field of research. These included the International Crime Victim Survey and a project that surveyed best practices against public corruption. As recommended by the Board at its 14th session, new projects were begun in technical assistance for the prevention of public corruption. The Institute continued to work on four priority themes: juvenile justice/judicial training, trafficking in persons, security/counterterrorism, and research. The Board welcomed the efforts of the Institute's director to incorporate elements of performance-based budgeting and management into the new work program. The Board agreed on four recommendations for the Institute. One recommendation is to improve information exchange, coordination, and partnership in the support of justice systems. A second recommendation is to implement the recently adopted five international legal instruments on crime that pertain to the priority areas of the Institute. A third recommendation is that the Institute enhance its visibility among decisionmakers in funding entities and practitioners in recipient countries. A fourth recommendation is that the Institute design and implement a strategy to expand its resources, including both non-earmarked and earmarked voluntary contributions from a wider range of donors. The Board approved the work program for 2006-2007 and the 2006-2007 budget proposal. An appended summary report of 2005 activities and the work program for 2006-2007 provides financial data; a description of functions, organizational structure, governance, and direction; support services; and analysis and operations.
