The theme of the 132nd International Senior Seminar (January 10-February 9, 2006) was "Strengthening the Legal Regime for Combating Terrorism." The main purpose of the seminar--which was attended by representatives from Japan and countries in Asia, Central and South America, the Pacific Region, and Africa--was to explore ways in which countries could implement terrorism countermeasures, particularly by criminalizing terrorist acts. The enhancement and provision of mutual legal assistance and cooperation was explored by seminar participants. In addition to summarizing seminar proceedings, this newsletter lists lecture topics and reports on group workshop sessions, observation visits, group study tours, and special events. Also provided are a list of reference materials distributed and a list of seminar experts and participants. The Sixth Training Course on the Juvenile Delinquent Treatment System for Kenya (October 17-November 10, 2005) exposed Kenyan officials to the workings of the Japanese juvenile justice and treatment systems. A list of course participants and their job titles is provided. At the Eighth International Training Course on Corruption Control in Criminal Justice (October 24-November 17, 2005), Japanese and foreign officials analyzed and compared the current situation of corruption among public officials in their countries, methods of corruption prevention, and measures for improving international cooperation in countering public corruption.
