This 2005 Report to Congress on the Juvenile Accountability Block Grants Program (JABG) presents findings from the second round of performance-measurement data (for the reporting period of April 1, 2004, through March 31, 2005) collected from the States and Territories and analyzed by the U.S. Justice Department's Office of Juvenile Justice and Delinquency Prevention (OJJDP).
Abstract
The second round of JABG performance data shows that States and units of local government are beginning to embrace and comply with the performance-measurement initiative. Compared to the first cycle, more States submitted performance measurement data for this second cycle. The second round of data indicates that grantees are using their JABG funds in an effort to achieve the outcomes that OJJDP and the Office of Justice Programs consider to be important. More units of local government are using evidence-based practices, accountability programming, and interagency communications in juvenile justice systems across the Nation. This report describes how JABG expenditures impacted State and local juvenile justice infrastructures and practices, identifies the types of programs that States have developed by using JABG funds, and presents performance-measurement data from JABG program activities. The concluding section of the report features OJJDP's plans to improve the JABG program. In future reporting cycles, OJJDP will require all grantees within a particular program type (direct service or system change) to report data on the same specific mandatory output and outcome indicators. This will help OJJDP determine grantees' progress in meeting JABG program goals. Other planned improvements are an enhanced online provision for submitting JABG data and a series of performance targets for the JABG performance indicators based on research on "best practice" programs and data on past performance. 22 exhibits and 5 references
