This report presents information on the activities, accomplishments, programs and services of the Onondaga County Probation Department in New York for the year 2006.
Abstract
Since 1999, the Onondaga County Probation Department has been aggressively implementing the concept of community supervision with the development of Community Reporting Offices. In 2006, the department expanded the development of partnerships with law enforcement entities. There is a continued effort to implement evidence-based reforms in the Juvenile Justice Unit, such as the Persons in Need of Supervision (PINS) law which increases efforts to divert children from Family Court. The GED partnership with the Syracuse City School District, providing GED classes on-site has graduated 193 individuals in its first 5 years since 2001. The ongoing START (Surveillance, Treatment and Rehabilitation Together) Team is a successful community supervision initiative where probation officers and police officers work together to supervise probationers in the community. The department operates specialized programs for driving while intoxicated (DWI) and the domestic violence/sex offender unit. Current adult alternatives to incarceration programs operated under the Onondaga County Probation Department include: electronic home confinement, intensive supervision program, interim supervision, probation day reporting, the residential program at Brick House, pretrial release, and the Youth Enhanced Supervision (YES) program. Current juvenile alternatives to placement include: intake, the Persons in Need of Supervision (PINS) program, juvenile intensive supervision, Probation Rehabilitation Intensive Services and Management (PRISM), juvenile electronic monitoring, Multisystemic Therapy, Onondaga Case Management--Integrated Children’s Intervention Service (ICS), and JD (juvenile delinquency)/PINS Unit.
