This report presents statistical information on the offender population at the Hillbrook Juvenile Detention Center and an overview of residential programs and services, as well as issues related to facility operations for fiscal year 2006 at the Hillbrook Juvenile Detention Center in Onondaga County, NY.
Abstract
For fiscal year 2006, the total admissions at the Hillbrook Secure Juvenile Detention Center in New York were 244 with the majority of admissions from Onondaga County residents (n=174). Admissions were predominantly male (n=217) and African-American (n = 148). In the year 2002, the Center was at 93 percent capacity with a significant decrease identified from the years 2004 to 2006 (2004--87 percent capacity, 2005--69 percent capacity, and 2006--56 percent capacity). For fiscal year 2006, the total admissions were 162 at the Hillside Children's Center, a non-secure detention center, with an average length of stay of 9.6 days. There were fewer Persons in Need of Supervision (PINS) admitted due to significant changes in the law governing PINS in 2005. Hillbrook residents are provided programs and services in the areas of education, social work, and medical. Additional programs and activities include: (1) Voice Diagnostic Interview Schedule for Children (V-DISC), identifying youth at high risk for psychiatric conditions; (2) detention reform, with goals of ensuring detention for only those who pose a risk to public safety or risk in a failure to appear; and (3) advance long term efforts to guarantee fair and equitable detention practices. Other programs and services mentioned and described include: alternative detention, training, resident program supporters and contributors, and building and grounds and capital improvement.
