The report first distinguishes between the Uniform Crime Reporting (UCR) format for crime reporting (method of national crime reporting since the 1930s) and that of the NIBRS used in this report. Also discussed are NIBRS implementation and data sharing, as well as Delaware's history of NIBRS implementation. Summary and highlights of Delaware's crime for 2000-2005 notes a total reported Group A crime (more serious crimes) decrease (1.2-percent decrease). Group A crimes known to police decreased from 93,984 in 2000 to 91,274 in 2004. There was a 7.9-percent decrease in the crime rate for known offense between 2000 and 2005. The crime rate decreased faster than the number of crimes due to the increase in the State's population. There has been a 2.9-percent increase in violent crimes over this period, however, with 26,498 in 2000 and 27,263 reported in 2005. Drug crimes increased 35.7 percent over the period, from 7,277 in 2000 to 9,876 in 2004. There was a 33-percent increase in arrests for Group A offenses between 2000 and 2005, with adult arrests increasing 36 percent and juvenile arrests increasing 21 percent. Crimes cleared increased 13 percent. Known Group B crimes (less serious crimes) increased 5.9 percent between 2000 and 2005. 58 tables and 57 figures
