The standard operating procedures for video processing note that processing techniques are intended to enhance and/or analyze video images and, as such, they must be made with regard to four legal tests: reliability, reproducibility, security, and discovery. Minimum hardware and software equipment requirements for video processing are listed and agencies are advised to develop step-by-step procedures for video processing in accordance with Scientific Working Group on Imaging Technologies (SWGIT) guidelines. The procedures should at least include protocols for playback, processing, storage/archive, security, and output. Protocols should also be established for six other main issues: calibration, calculations, limitations, safety, references, and personnel training. Eleven step-by-step instructions for processing videotape in accordance with SWGIT guidelines are offered and include a visual inspection of the tape and cassette housing, enabling any record-protection device, and determining if the submitted tape is an original or a copy. The report also includes definitions for terms frequently used in forensic video imaging work and lists the minimum equipment requirements for viewing, processing, and enhancing video images.
