The guidelines provide standards for quality in the processing of trace evidence collection, handling, analysis, reporting, and testimony. The guidelines contained in this article apply to personnel performing trace evidence examinations in forensic laboratories. The relevant terminology is defined, as are the job descriptions, responsibilities, duties, and required skills for all personnel. The qualifications and required examinations for technicians, laboratory aides, technical leaders, technical consultants, examiners, and support analysts are outlined followed by the necessary documentation that must be maintained on the significant aspects of trace evidence analysis procedures, including test methods and procedures, authenticated reference samples, and evidence-handling protocols. The appropriate equipment and materials for use in forensic laboratories are identified as are the analytical procedures that should be undertaken in the analysis of trace evidence. Notes on proper documentation of the analytical procedure are offered and include the date of receipt, date of report, descriptive list of evidence submitted for analysis, and the results and conclusions. The required proficiency test data and information, which must be completed at least annually, are described followed by a discussion of laboratory validation techniques and procedures, annual laboratory audits, and safety requirements.
