Based on survey data through fiscal year 2007, this report provides data on continuing prison projects under construction from fiscal year 2005-2006, planned projects for fiscal year 2006-2007, construction site selection, and prison closings in fiscal year 2005-2006.
Abstract
The data show there have not been many new prison construction projects started in 2007 in the United States or Canada. Rather, there has been a continuation of projects previously begun. The number of planned projects for the upcoming fiscal year shows a construction slowdown compared to the number of projects in previous years. New construction has been started only in Missouri (three units); Nevada, North Carolina, and Oregon (one each); and Rhode Island and Virginia (ready to construct two new facilities). Only four U.S. systems mentioned problems with their continuing or planned construction projects, with site-selection problems noted most often. Facility closings were reported by only six U.S. corrections systems. Age and poor condition were noted for four of those systems. Funding shortfalls were noted by Michigan and Missouri. Missouri found beds at other facilities to accommodate its planned loss. Virginia immediately opened a replacement facility after its only closing.
