To assist local agencies a continuity of operations (COOP) plan should be created to assist in natural or manmade disasters. A COOP plan allows an agency to identify essential functions, have a chain of command in place, reduce disruptions to operations, protect essential assets, and have a working location. This article looks at the COOP plans of three agencies: a medium-size police department in Tarpon Springs, FL, a larger police department in Clearwater, FL and the city government of Clearwater, FL. The article suggests that other emergency managers and law enforcement get to know the city’s emergency manager to create a COOP plan to provide key data known only by a few people and put it on paper so that it is available to everyone.
