Report highlights on accomplishments and activities for the PCCD for 1998 include: (1) by end of 1998, 16 of the initial 25 recommendations contained in the original juvenile justice plan to the Governor had been partially or completely implemented; (2) 3 new Communities That Care (CTC) program cycles were initiated in 1998 involving 20 jurisdictions; (3) implemented a 50-percent increase in support for the 130 Victims of Crime Act (VOCA) projects operating throughout the State; (4) PCCD was part of the first group of users of the implementation of the Commonwealth's Integrated Justice Information System, the Justice Network (JNET); (5) conducted significant enhancements to the R/Client management information system for community-based victim service agencies-over 60 victim service programs now use the R/Client software; (6) completed, printed, and distributed a curriculum entitled, "Victim Offender Conferencing in Pennsylvania's Juvenile Justice System;" (7) sponsored 11 regional trainings on violence against women issues to over 800 law enforcement officers, prosecutors, and victim advocates; (8) funded 7 additional counties to implement Balanced and Restorative Justice projects, bringing the total number of counties participating in the BARJ initiative to 31; and (9) awarded 1,078 grants totaling over $84 million. Of this number, 613 grants amounting to over $51 million were funded with Federal monies with the remaining 465 grants totaling over $33 million funded with State dollars.
