Report highlights on accomplishments and activities for the PCCD for 2003 include: (1) provisions for over $76 million to a wide range of grantees, such as police departments, district attorneys offices, rape crisis organizations, school districts, Pennsylvania Justice Network (J-NET), and counties, cities, and municipalities; (2) continued support for law enforcement officers in providing D.A.R.E. (Drug Abuse Resistance Education ) and G.R.E.A.T. (Gang Resistance Education and Training) lessons in elementary and secondary schools; (3) continued support for projects helping to provide accurate identification of criminals, such as the deployment of 44 KRIMESITE Imagers; (4) funding was awarded to 30 Communities That Care (CTC) sites to continue CTC planning and assessment activities and/or program implementation; (5) the first statewide Functional Family Therapy conference for sites implementing this program was held; (6) PCCD awarded funds to Shippensburg University to continue the Secure Detention Monitoring position at the Center for Juvenile Justice Training and Research; (7) developed and supported the Keystone Crisis Intervention Team (KCIT) to train and coordinate crisis responders and provide teams of responders to communities in crisis as a result of mass violence and trauma; (8) administered $5.5 million in ongoing State grant funding support to 67 counties through the Rights and Services Act (RASA) Program; (9) administered a series of Federal Drug Control Systems Improvements (DCSI) grants to support various projects offered by local victims service agencies across the State; (10) administered approximately 1,000 sub-grant awards totaling over $76.5 million; (11) during 2003, the Deputy Sheriffs' Basic Training Program was expanded from 560 hours to 760 hours; (12) 2,884 constables and deputy constables registered with PCCD; (12) funded or produced over 60 research and evaluation reports; and (13) conducted 7 analyses of legislation and prepared 2 amendments.
