Thirteen million traffic offenses were handled by official police action or penalty charge notices in 2005, a 3-percent decrease from 2004. The number of offenses that involved traffic fixed penalty notices issued by the police (including traffic wardens) in 2005 was 3.2 million, a 4-percent decrease from 2004. In addition, 7.6 million penalty charge notices were issued by local parking attendants in 2005. The proportion of drivers whose driving licenses were suspended for more than 1 year for driving under the influence of alcohol or drugs steadily increased from 59 percent in 1995 to 69 percent in 2005. Traffic cameras provided evidence for two million offenses handled in 2005. Overall, cameras provided evidence for 88 percent of speeding offenses dealt with by police. In 2005, 607,000 screening breath tests were conducted, a 5-percent increase from 2004. The number of positive or refused tests in 2005 increased by 1 percent, from 103,000 in 2004 to 104,000 in 2005.
