This annual report presents Iowa’s Drug Control Strategy for 2008, specifically updated data, current proposals and future strategies, as well as information on accomplishments and activities in the areas of drug prevention, enforcement, and treatment.
Abstract
In the area of progress, two new initiatives were signed into law in 2007, the one-dollar-a-pack tax increase on cigarettes and Iowa’s new Beer Keg Registration law. In the area of current trends and emerging issues, highlighted findings include: (1) a 90 percent decline in the number of meth (methamphetamine) labs; (2) a steady decrease in meth-related prison admissions; (3) fewer children found in homes where methamphetamine is being manufactured; (4) alcohol remains the most troublesome drug of abuse in Iowa; (5) marijuana continues to be the most prevalently abused illegal drug in Iowa; (6) funding for treatment has not kept pace with the demand for treatment; and (7) drug court is a program that has shown success in addressing addiction. In the area of future strategies, proposals were designed to reduce substance abuse in the State of Iowa and include: (1) implementing a real-time electronic pseudoephedrine sales system, (2) restricting access to a dangerous drug known as Saliva Divinorum (also known as Salvinorin A or Divinorin A), and (3) requiring substance abuse and mental health parity. This 2008 annual report, submitted by Iowa’s Drug Policy Coordinator provides comprehensive information on the activities and programs of the Coordinator, the Office of Drug Control Policy and other State departments with drug enforcement, substance abuse treatment, and prevention programs.
