This statistical report presents comprehensive information on inmate population trends and characteristics for the Colorado Department of Corrections for fiscal year 2007.
Abstract
Report highlights include: (1) the sentence rate increased only slightly in 2007 while the incarceration rate increased 2.4 percent; (2) the State incarceration rate has increased 21.3 percent since 2001 as the incarcerated population rose 35.0 percent while the State population growth was 11.4 percent for the same time period; (4) the average annual cost of incarcerating one inmate at $28,759 increased 4.2 percent from 2006; (5) in 2007, Native American Indian and Asian commitments increased significantly, 45.3 and 26.3 percent respectively, but represented only 3.7 percent of the overall commitments when combined; (6) significant changes were seen in the sentences for specific class three felonies; crimes with increased sentence lengths included: vehicular homicide (29.2 percent), aggravated robbery (15.6 percent), and theft (13.8 percent); (7) annual releases from prison have increased 54.3 percent since 2002 and releases from parole have increased 98.8 percent over this same time period; (8) male court commitments spent an average of 29.8 months incarcerated while female court commitments spent an average of 22.5 months incarcerated; (9) 53.4 percent of the 2004 releases returned to prison within 3 years compared to the return rate of 49.8 percent for 2003 releases; (10) drug offenses have leveled off after several years of large increases, representing 18.8 percent in 2007 compared to 19.1 percent of the total population in 2006; (11) the average daily parole population increased 18.7 percent in 2007; and (12) the fiscal year 2007 operating cost per inmate for the Youthful Offender System totaled $67,438, 10.4 percent lower than 2006 costs. This report represents a compilation of information and statistics about the offender population under the jurisdiction of the Colorado Department of Corrections for fiscal year 2007.
