The Republic of Armenia Government fully supports the fight against international terrorism while being careful to promote and preserve the rights, freedoms, and legal interests of its citizens, society, and the state when creating legal mechanisms for combating terrorism. The Republic of Armenia criminal code defines “an act of terrorism” and provides sanctions tailored to specific types of terrorist acts. Criminal responsibility for a terrorist act encompasses not only the perpetrator of the offense but also accomplices. The Criminal Code also targets mechanisms for financing terrorism within the Republic of Armenia. The specific content of these counterterrorism features of the Republic of Armenia criminal code are described in this paper. The Republic of Armenia has also cooperated with other CIS member states in the fight against terrorism. The first intergovernmental agreement between the Ministries of Internal Affairs of CIS states on the fight against crime in general was signed on April 24, 1992. Among its priorities is the fight against terrorism and international criminality. Cooperation among law enforcement agencies of CIS states is defined by an intergovernmental program of joint actions in the fight against organized crime and other forms of serious crime in the territories of CIS members. The terms, procedures, and extent of cooperation have been adopted, and a number of intergovernmental treaties have been signed. The decree of CIS Council of States Heads that was adopted on August 26, 2005, approved a program for further cooperation among CIS member states in the fight against international terrorism for the period 2005-2007. It promotes cooperation in preventing, detecting, suppressing, and investigating acts of terrorism.
