Part I presents guidelines on how to form effective multiagency groups and develop a problem-solving approach to local crime problems. Part II provides guidance for creating safer neighborhoods by restoring law and order, addressing repeat victimization, improving security and design, and involving local housing management. Guidance is also provided for supporting parents, addressing truancy and school suspensions, creating opportunities for youth, and providing training and employment for young adults. Part III focuses on ways of countering the following types of crime and disorder: burglary, car crime, drug-related crime, prostitution, racially motivated crime and harassment, crime against small businesses, vandalism, and crime against women. Part IV contains practical resources, sample forms, questionnaires, etc., that can be used or adapted for neighborhood crime prevention. Four common themes in successful crime prevention are evident throughout the manual. One theme is the importance of effective local partnerships that involve the police, local authorities, the community, and other key agencies. A second theme pertains to consulting, motivating, and involving residents and youth as an integral part of making a neighborhood safer. A third theme is the use of a problem-solving approach based on reliable information, a scientific analysis of problems, and listening to the experiences of local people. A fourth theme is the importance of a comprehensive approach to neighborhood safety that addresses not only security, policing, and surveillance initiatives, but also improved housing management, family support programs, and facilities for positive youth activities.
