Based on a 2004 statewide assessment of motor vehicle theft, 79 percent of the vehicles stolen in Illinois in 2004 were recovered; the average number of days between the theft and recover was 18 in 2004. In 2004, the most recent data available showed 9,163 arrests for vehicle theft in the States. Such arrests have decreased 16 percent since 1991, when the council was created. The Council, which was established by the Illinois General Assembly, consists of an 11-member coalition of representatives from the insurance industry, the State’s Attorney’s Office, and also enforcement agencies. The Council’s assigned mission is to reduce vehicle theft, vehicle theft insurance fraud, and motor-vehicle theft-related crimes in the State. Members of the Council appoint Grant Review Committee members. This committee reviews all grant proposals, budgets, and additional information that must be brought before the Council. Seven Council-funded task forces operated in Illinois during 2005. The task forces consist of officers from both local and State law enforcement agencies.
