This newsletter of the United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI) features a report on the 140th International Training Course on "The Criminal Justice Response to Cybercrime," held September 1 to October 10, 2008.
Abstract
The course explored ways of improving the criminal justice system's response to cybercrime in the countries represented. For each of the countries, the course examined the current situation and issues related to illegal or harmful activities in the spheres of information and communication technology, particularly concerning the criminalization of computer-related misuses. Also examined were offenses defined in the United Nations Convention on Cybercrime (2001) and its Additional Protocols. These included offenses against the confidentiality, integrity, and availability of computer data and systems; computer-related forgery and fraud; content related offenses (child pornography, racism, and xenophobia); and offenses related to infringements of copyright. Also addressed in the course were legal or practical issues and measures for the investigation, prosecution, and adjudication of cybercrime. The two group workshop sessions addressed issues and measures concerning the legal framework to combat cybercrime, as well as challenges and best practices in cybercrime investigation. Instructional methods included individual presentations; group workshops and plenary sessions; visits to relevant criminal justice agencies; and presentations by visiting experts, UNAFEI faculty members, and ad hoc lecturers. Brief information is provide on the following forthcoming UNAFEI programs: the 11th International Training Course on the Criminal Justice Response to Corruption (October 16-November 14, 2008); the Ninth Country Focused Training Course on the Juvenile Delinquent Treatment System for Kenya (November 5-27, 2008); the Regional Forum on Good Governance for East Asian Countries (December 10-11, 2008); and the 141st International Senior Seminar (January 13- February 13, 2009).
