This article describes the implementation, deployment, and impact of the Automated License Plate Recognition (ALPR) technology in the Cincinnati, OH, Police Department (CPD).
Abstract
The Automated License Plate Recognition (ALPR) systems are designed to automate the process of checking license plates, a duty performed by officers manually on a regular basis. The Cincinnati, OH, Police Department's (CPD's) first mobile ALPR system was installed in the fall of 2007, with the primary goal to evaluate this relatively new technology. Today, ALPR technology is seen as a powerful tool to help protect citizens and communities and to acquire beneficial intelligence data. With ALPR experiencing rapid growth across the United States, it is useful for agencies to share implementation considerations and lessons learned. ALPR technology has had a significant impact on the CPD's ability to protect and serve the residents of Cincinnati. The prior successes and the planned expansion and regionalization of the system clearly illustrate Cincinnati's commitment to its ALPR program. This article provides a brief explanation of the technology, an overview of the system deployed at the CPD, the benefits realized to date, future expansion plans, lessons learned, and considerations for other agencies looking to deploy ALPR technology. 1 figure
