This book provides step-by-step guidance in creating or revitalizing a task force, coalition, or working group for the purpose of countering human trafficking, which involves the deceptive enticement or abduction of persons for transportation across international borders to be used in forced commercial sex enterprises or forced, bonded labor in other businesses.
Abstract
The first chapter focuses on the first step in organizing the collaborative effort, i.e., defining the purpose of the collaboration. This chapter walks participants through the creation of draft vision and mission statements that are to be used as a recruiting tool for attracting members and leaders of the collaboration. Suggestions are offered on brainstorming, writing a vision and mission statement, and reviewing the statements. Examples are provided. The second chapter provides guidance in deciding what entities and individuals to include in the collaborative network that will engage in the antitrafficking effort. The topics addressed include the creation of an overinclusive list, making a list of core stakeholders, selecting the leadership, the use of a membership matrix, and the recruiting of members and leaders. Chapter 3 suggests steps for developing the best organizational structure for the collaboration. Steps are described for selecting the type of collaborative to be formed, choosing the decisionmaking structure, deciding whether a legal entity is needed, and writing the operating agreements and rules. Chapter 4 describes how to create a strategic plan and an operating plan. This effort focuses on the descriptions of specific objectives to be met in achieving the mission statement and is used to explain to prospective members the type of work that will be done by the collaborative. Chapter 5 provides guidance in running efficient, effective meetings of the collaborative, and the concluding chapter suggests how to revitalize existing efforts.
