The Federal Bureau of Investigation's (FBI's) Laboratory Division and Operational Technology Division provides forensic services to FBI field offices and legal attaches; U.S. attorneys, military tribunals, and other Federal agencies for civil and criminal matters; and to State, county, and municipal law enforcement agencies in the United States and territorial possessions for criminal matters. All forensic services provided by the FBI's laboratory, including expert witness testimony, are rendered at no cost to the submitting agency. While the laboratory, one of the largest and most comprehensive forensic laboratories in the world, accepts evidence to all crimes under investigation by FBI field offices, it only accepts evidence from State, local, and municipal agencies related to violent crimes. Certain limitations apply to submitted evidence; these limitations are discussed in detail in this handbook. The handbook also contains procedures and guidance on safe and efficient methods for officials to use when collecting, preserving, packaging, and shipping evidence to the laboratory.
