Abstract
THE AUTHOR STATES THAT PROVISIONS ESTABLISHED IN THE LATE NINETEENTH CENTURY TO SHIELD THE POLICE FROM VENAL POLITICIANS NOW SERVE ONLY TO MAKE WISCONSIN POLICE INDEPENDENT OF CONSTRUCTIVE PUBLIC AND POLITICAL CONTROL. HE SUGGESTS NEW LEGISLATION TO INCREASE PUBLIC INPUT TO CHECK POLICE DISCRETION.
