This document specifies the minimum performance requirements and test procedures for a Red Light Camera System (RLCS) used by law enforcement agencies enforcing traffic regulations.
Abstract
This document is designed as a development and procurement aid and contains the Red Light Camera System (RLCS) performance specifications developed by the Enforcement Technology Advisory Technical Subcommittee (ETATS) comprised of RLCS manufacturers, along with traffic enforcement agencies using or planning to use RLCSs, under agreement with the International Association of the Chiefs of Police (IACP). This technical document establishes a base line for acceptable RLCS measuring device performance by defining minimum performance requirements and verification procedures. These performance specifications for RLCS will assist law enforcement administrators in determining the accuracy and reliability of RLCS that they plan to purchase. These performance specifications and testing protocols are intended to increase the confidence of law-enforcement administrators, the public, and the courts in the accuracy and reliability of RLCS. 1 tables, appendix, and 8 figures
