This report to the United Nations contains recommendations from an expert working group examining issues related to protection against trafficking in cultural property.
Abstract
The United Nations' expert working group on protection against trafficking in cultural property held its first meetings in Vienna, Austria, on November 24 -26, 2009. The group was charged with submitting relevant recommendations on protection against trafficking in cultural property to the UN Commission on Crime Prevention and Criminal Justice. The recommendations were to solutions for effectively implementing the model treaty for "the prevention of crimes that infringe on the cultural heritage of peoples in the form of movable property". The recommendations cover the following areas: 1) existing international instruments and mechanisms for their implementation regarding the problem of trafficking in cultural property; 2) preventive measures; 3) criminalization of the problem; 4) international cooperation to address the crime prevention and criminal justice aspects of this problem; 5) awareness-raising, capacity-building, and technical assistance to states to deal with the problem; and 6) other aspects relevant to protection against trafficking in cultural property, such as the use of new technologies.
