This report discusses the activities of the United Nations Office on Drugs and Crime to promote and support implementation of the Protocol dealing with the illicit manufacturing of and trafficking in firearms, their parts and components, and ammunition.
Abstract
The Protocol against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components and Ammunition, is a supplement to the United Nations Convention against Transnational Organized Crime. The Conference of the Parties to the United Nations Convention against Transnational Organized Crime developed the Protocol, noting that reducing the illicit manufacturing of and trafficking in firearms was one of the primary components of efforts to reduce the violence that accompanies activities by transnational organized crime groups. The current activities to promote and support the ratification and implementation of the Firearms Protocol include: 1) improving the level of ratification; 2) the development of tools such as a checklist for implementation of the Protocol and legislative guides; and 3) activities to promote and support the Protocol that include awareness-raising activities and legislative support and program development. Activities regarding coordination and cooperation with international and regional partners include: cooperation within the United Nations system, cooperation with the secretariats of other regional and international instruments, cooperation with other regional organizations, and cooperation with civil society and the private sector. The report also includes a list of proposed activities to promote and support the ratification and implementation of the Firearms Protocol.
