This notification package identifies the significant change made to the Counterdrug Technology Assessment Center (CTAC) in order to better match proposed projects to the current National Drug Control Strategy.
Abstract
This notification package provides a CTAC mission statement, a detailed explanation of the CTAC program, and a CTAC spending plan for fiscal year 2010 funding. The CTAC was established by the Counter-Narcotics Technology Act of 1990, and it was most recently reauthorized in 2006 by the Office of National Drug Control Policy Reauthorization Act of 2006. The CTAC serves as the central counterdrug technology research and development (R&D) organization for the U.S. Government. CTAC sponsors a counterdrug R&D program that advances the technological capabilities of Federal drug control agencies that are responsible for supply-and- demand reduction activities. In fiscal year 2010, the CTAC program sought opportunities consistent with the National Drug Control Strategy. Within the framework of the strategy, CTAC has emphasized expanding evidence-based drug-use prevention within communities, reducing prescription drug diversion and abuse, and reducing drugged driving throughout the Nation. CTAC technologies developed to addresses these needs are described. CTAC has also solicited and received extensive input form Federal drug-control agency partners regarding potential projects for supporting and advancing the National Drug Control Strategy. CTAC received 29 project proposals from the Federal interagency counterdrug community for consideration in fiscal year 2010 funding. This report presents a table that identifies, in priority rank order, the 11 research projects that will be funded with the fiscal year 2010 appropriation for CTAC research funds. The 11 projects are briefly described. The Office of National Drug Control Policy believes that investment in these projects makes optimal use of the $5 million in CTAC funding that was appropriate in fiscal year 2010.
