This issue contains six feature articles on terrorism and homeland security issues.
Abstract
This issue contains six primary articles: 1) Preventing the Next Terror Attack which discusses the advent of homegrown terrorists; 2) Learning from the Lessons of the 2008 Mumbai Terrorist Attacks which provides the local Indian government perspective of the attack; 3) Improving Criminal Intelligence Sharing which provides an overview of how the Criminal Intelligence Coordinating Council (CICC) supports law enforcement and Homeland Security; 4) Nationwide SAR Initiative Delivers Value to Fusion Centers which examines how fusion centers provide law enforcement officers the means to share information and analyze data to detect and prevent terrorism and other criminal activity; 5) It Can and Does Happen Here: Somali Youth with Terrorist Ties in the Twin Cities which uses a case study to examine homegrown terrorism; 6) Fusion Centers: Strengthening the Nation's Homeland Security Enterprise which provides information on the status, operational capabilities, and focus of Fusion Centers. An additional article Updating Ethnics Training - Police Privacy Series: "Respecting Society's Evolving Privacy Expectations" (second in a four part series) offers a better understanding of privacy issues in the law and in law enforcement's influence on those legal parameters. Other columns share information on: a message from the IACP president; a legislative alert; Motorola key training concepts for law enforcement leaders; a Chief Counsel advice column on vehicle searches; and a State department column explaining a program to develop the skills of police forces in post-conflict environments, such as Iraq.
