A record high total of 12,606 personal/private firearm permit applications were processed statewide during 2009, making a significant 19.7-percent increase from the previous record high of 10,527 applications processed in 2008. Of the applications processed in 2009, 95.1 percent were approved and resulted in issued permits; 3.8 percent were approved but subsequently voided because the applicants failed to return for their permits within a specified time period; 1.1 percent were rejected due to one or more disqualifying factors. The 11,992 permits issued statewide involved a record-high total of 33,678 firearms registered. Just over half of the firearms registered during 2009 were imported from out-of-State, with the remainder accounted for by in-State transfers. Long-arms (shotguns and rifles) accounted for a record low of 66.0 percent of all firearms registered in 2009 (33,678). A record high of 34 percent of registered firearms were handguns. One-time permits are issued to acquire specific handguns. The tally of handguns is continually distorted, however, since some of the county police departments issue one permit listing all handguns that will be acquired simultaneously from the same source; whereas, other departments issue one permit per handgun even if they are acquired in the same transaction.
