This report presents system-indicator and performance-measurement data for criminal justice activities within New York State for 2009.
Abstract
Most of the data presented are provided to the Division of Criminal Justice Services through the Crimestat process. Crimestat is the performance management system for New York State criminal justice agencies and initiatives. Crimestat brings together criminal justice system indicators and performance measures from numerous State agencies, as well as Federal and local criminal justice agencies. The 23 criminal justice topics addressed in this report include 5 strategy areas that cross agency lines: Operation IMPACT, DNA Databank and Collection, Offender Reentry, Sex Offender Management, and Criminal Alien Improvements. Historical criminal justice system indicator data, including reported crime and criminal justice populations, are presented in the report. For performance measures, 5 years of data are presented. The Sex Offender Management section provides information required by Article 6-C of the Correction Law. Following a presentation of data on crime in New York State for 2008, data are provided on violent crime outside of New York City. Data are then provided on Operation IMPACT, whose goal is to reduce crime, particularly violent and firearm-related crime, in the 17 counties in the State that account for almost 80 percent of total crime outside of New York City. Other criminal justice initiatives addressed include specialized State police services, traffic safety, law enforcement support services, criminal justice population trends, managing through technology, arrest and fingerprint processing, jail management and oversight, prison management, child safety, victim compensation and restitution, reducing domestic violence, and information for victims and the public.
