Highlights from this report include: in fiscal year (FY) 2010, Kansas experienced a significant increase in its prison population, following 5 years of declines; the projected increases in the State's FY 2011 prison population are due to changes in sentencing policies and practices implemented over the past several years; the increase in direct new court commitments to State prisons as a result of legislative actions was found to be contributing factor to the increase in prison population projections; and an increase in the number of probation condition violators returned to prison was also found to be a contributing factor in the increased population projections. Data for this report were obtained from two sources: the Kansas Department of Corrections (KDOC) and the Kansas Sentencing Commission (KSC). Data provided by KDOC included prison admissions, prison populations, prison releases, parole/post-release supervision populations, parole/post release supervision discharges, parole hearing decisions, and DOC monthly offender population reports. Data collected by the KSC included prison sentences, probation sentences, and probation revocations. The data was analyzed to determine the growth in the adult prison populations for a 10-year period based on a strict set of assumptions. Tables, figures, and attachments
