This report presents the results of Montana's 2009 annual personnel survey of the State's local law enforcement agencies. The data are obtained from local police departments, county sheriffs' offices, State agencies with the power of arrest, Tribal law enforcement agencies, university police agencies, and airport security agencies. For 2009, 124 of the State's 131 local law enforcement agencies responded to the survey. The data is presented in tables for the following categories: Full-Time Law Enforcement Personnel, Part-Time Sworn and Reserve Personnel, Full-Time Sworn Officers by Gender, Agencies with Full-Time Sworn Officers, Sheriff's Office Detention Personnel, Police Officers Per 1,000 population, Police Department Full-Time Officers Per 1,000 population, Sheriff's Office Average Starting Salary, Police Department Average Starting Salary, School Resource Officers, 10 Year Trend Charts, Incidents by Agency, and Arrests by Agency. For this report, sworn officers are those with the power to make arrests, and may be either a staff or line officer. A staff officer usually performs administrative services while a line officer primarily provides direct services. Civilian employees include detention officers, dispatchers, records personnel, and office staff. Part-time law enforcement officers have the same power as full-time officers, while reserve personnel are considered part-time volunteer members of the agency where they work. Tables
