Models for Change provides funding, technical assistance, and other forms of support to assist local communities in developing and implementing innovative efforts for use by juvenile justice practitioners seeking to reform the juvenile justice system. This report summarizes the reform efforts of four key partner States who are working with Models for Change: Pennsylvania, Illinois, Louisiana, and Washington. The first program highlighted, Pennsylvania Academic and Career/Technical Training (PACTT) Alliance, was established in Pennsylvania and addresses the problem of reintegration of youth returning home after periods of residential placement in delinquency institutions. The second program examined operates at the high school level and was implemented in Peoria, IL. The program shifts the responsibility for responding to juvenile offending away from the police, courts, and correctional systems to school-based restorative conflict resolution techniques. The third program, established in Jefferson Parish, LA, teaches school administrators how and when to call the police for disruptive students, thereby reducing the number of minority youth involved in the State's juvenile justice system. The fourth program, established in King County, WA, works to improve cross-system case assessments, case planning, and case management for youth involved in both the juvenile justice and child welfare systems.
