Based on information updated through August 2005, this quick guide was developed to accompany Substance Abuse Treatment for Adults in the Criminal Justice System, Number 44 in the Treatment Improvement Protocol (TIP) Series, a series that provides the substance abuse treatment field and related fields with consensus-based, field-reviewed guidelines on substance abuse treatment topics of critical current interest.
Abstract
TIP 44 and this quick guide were developed to ensure the best possible treatment services for clients in criminal justice settings by providing substance abuse treatment professionals with the tools to interact effectively with their clients and the criminal justice system at all levels. The section on "Screening and Assessment" addresses the following topics: screening and assessment in relation to eligibility and suitability, when a formal diagnosis is necessary, screening instruments, and assessment instruments. The section on "Triage and Placement" focuses on key triage and placement activities, triage and placement strategies, implementing a treatment planning process, compiling information to guide triage and placement decisions, level of substance abuse problems, level of mental health problems, and offender characteristics. The section on "General Treatment Issues in the Criminal Justice System" focuses on addressing criminality, criminal thinking, criminal code, client manipulativeness, addressing anger and hostility, and spiritual approaches. The section on "Treatment Issues in Pretrial and Diversion Settings" considers pretrial diversion, plea bargaining, presentencing, drug treatment courts, treatment accountability, and suggested treatment services for a pretrial setting. The section on "Treatment Issues in Jails" focuses on gang affiliation, issues related to legal representation, confidentiality, and levels of treatment for the jail setting. The section on "Treatment Issues in Prisons" considers trauma and hopelessness, gender-specific issues, and suggested treatment services for this setting. Other major sections address "Treatment Issues for Offenders Under Community Supervision" and "Treatment Issues for Specific Populations." A glossary of terms
