The proposed comprehensive study would examine the problem of cybercrime and responses to it by U.N. member states, the international community, and the private sector. Topics addressed would include the exchange of information on relevant national legislation, best practices, technical assistance, and international cooperation. In order to draft a structure for the study, the Expert Group has developed 13 topics that reflect the mandate of the Salvador Declaration on Comprehensive Strategies for Global Challenges: Crime Prevention and Criminal Justice Systems and Their Development in a Changing World. Three of the 13 topics grouped under the category of the "problem of cybercrime" are cybercrime offenses, statistics, and the challenge of cybercrime. Six topics are grouped under the category of "legal responses to cybercrime." These topics are the harmonization of legislation, substantive criminal law, investigative instruments, international cooperation, electronic evidence, and liability. The remaining topics are in categories by themselves: non-legal responses to cybercrime, responses by the international community, technical assistance, and responses by the private sector.
