This handbook does not replace HEA and its associated regulations. Following the introductory chapter, a chapter provides guidance on laying the proper foundation for HEA safety-related and security-related reporting. It discusses how to identify which buildings and property owned or controlled by an institution must comply with the HEA. This information is important in knowing what crimes and fires to report and in which reporting categories to report them. Compliance with other property and geographic reporting requirements are also discussed. Subsequent chapters present and explain the various HEA requirements by topic. These include how to count and classify the crimes that occur on HEA specified institutional property, as well as how to determine from whom within the institution and local law enforcement agencies pertinent crime information can be obtained. The handbook also contains citations for the applicable legislation, highlights important information in side notes, provides examples of crime and fire scenarios, suggests practices, and provides sample documents that assist in determining whether institutional policies and procedures comply with HEA.
