This article presents a template for identifying key requirements for establishing effective procedures for child protection monitoring and accountability.
Abstract
Pursuant to General Comment 13 (GC13) of Article 19 of the United Nations Convention on the Rights of the Child (UNCRC), all signatories to the UNCRC are required to establish and report on effective procedures for child protection monitoring and accountability through the National Child Protection Index Report. This paper describes a template that signatories may use for identifying key requirements relevant to mapping child protection indicators and for collecting relevant data on the indicators. Using the work of international child protection agencies, the template is intended to capture indices of key protection risks as well as implementation and coverage of key protection measures. The effectiveness of the template was tested in a national data collection effort in Indonesia and a local effort in northern Uganda. In both test sites, existing routine data collection efforts were not adequate enough to provide the necessary amount of information needed to populate a large proportion of indicators. In addition, discrete assessments in both countries were underdeveloped and unable to provide additional information needed to complete the index reports.
